I am a new homeowner and am having some issues when the outside spigot is turned on. The water pressure is low but no visible leaks from the outside. In picture on the left, above the spigot is what looks to be an overflow pipe. The picture on the right shows both pipes from the inside. Where I have circled is where the leak is dripping from. The water does not leak when the spigot is off but once water is allowed through it leaks from the top. I am very confused by this and am not sure how the two are related. Does anyone have any ideas of why or how this could happen?
