Pex cold water line makes ticking sound when water is running

I’m hoping someone can help me diagnose a problem and propose a solution. We have noticed that every time we run the water anywhere in our house, be it hot or cold, the cold water line that runs from the water meter (near the basement floor) into the basement ceiling is making a ticking sound that resonates inside the wall (driving me bonkers!). The stronger the flow, the faster the ticking. Initially I thought it was the sound of the meter itself but it’s not quite it. The ticking/dripping sound seems to come from the pex pipe itself. We opened the wall and ceiling in a few places to check the pipe but everything looks fine. I can feel a slight pulse when touching the pipe in some spots that corresponds with the rhythm of the ticking sound. The pulsing sensation is very faint and not causing the pipe to move or tap against anything. The pipe appears secured and it’s also covered by a bit of spray foam insulation. The vertical pipe makes a 90 degree angle above the ceiling frame and the small part of pipe that I can see in the ceiling is not pulsing or moving at all. The joint is solidly encased in the spray insulation and not moving either. So I can’t figure out what exactly is causing the ticking sound. Any idea what’s going on? Could it be the water meter is somehow resonating through the pipe? Is this normal? Can this be fixed? I’ve already tried to place wool sound insulation as well as a layer of loaded vinyl around the meter but it has not made a difference. Thank you for your time!
