What is the open outlet on the sink tailpiece for?

I have a part of an open pipe on the sink drain through which water flows when it is clogged.

I looked on the internet to see if it has any significance, but I found nothing. So, I can make two hypotheses:

1. it is a forgotten outlet, for example, for connecting a dishwasher
2. does it have any significance
